Pete, I think you have two options that apply here; 1. play around with adding more specific rights to the "power use" account until the legacy software requirements are satisfied, 2. incorporate Microsoft Virtual PC or Virtual Server environment specifically for this legacy software and give the user administrative access without further analysis.
