Thank you all for the responses. I tried making the same policy settings in
Computer Configuration, but there was no change. I did not get a chance to
try the registry file merge on login, but the issue became moot; it works
fine on a 2000 Terminal Server.

I originally created the GPO on an XP Pro system with GPMC. I also tried
installing GPMC on the 2003 server and editing the GPO from there, but it
didn't help.
