Not really... You can make it difficult for certain users by setting different permissions and making them group members with certain deny rights, but at the end of the day, they can un-do whatever it is that you do. They're administrators, after all.
Not to sound harsh, but this thinking is really backwards, and leads to many of the issues people experience with malware, viruses, and other problems: Don't make people administrators and then try to limit what they can do. You make everyone a standard "normal" user and when you absolutely, positively have to have them do something that requires them to be an administrator, you either figure out a way around it (with custom permissions or access to registry data) or use RunAs.
