I think the problem is that the pipe cements aren't flexible. They're part solvent and
part cement, I think, and they set up hard.

I'd try Poyseamseal, a polyurethane caulk/sealer/cement that sticks like crazy and 
stays
flexible. I use it all over my house. I have an amateur radio antenna glued to one of
the windows of my car with Polyseamseal; it's been there for 6 years, through winters,
car washes and summer sun. Comes in clear, white and beige.
