Well, take a look at the software that touches the lives of a typical person on a typical day (since we are looking at the utility that computers provide) and ask if a 1000x faster machine would help write that software faster when compared to sw tools such as gc, frameworks, etc. AFAICS, it would not. In as much as faster machines make better tools more practical, I'd agree they are helpful for this. But most developers are already sitting in front of idle machines.
