This seems to be an unnecessary BuildRequire, a grep through the source tree
doesn't give me any obvious hints on why it's required. A koji scratch build
[1] succeeds without the BuildRequires (and xorg-x11-font-utils doesn't get
pulled in by any other package)
Found as part of the dependencies of xorg-x11-font-utils which is to be split
up into multiple packages, see Bug 1932731.
