There is two things we need to do. one is to have a config in google-noto-*cjk-*fonts to make them a part of Noto like Droid Fallback is a part of Droid. I would keep this bug for that. Another one is to change the priority number in config file for google-droid-sans-fonts to the higher number than google-noto-fonts. i.e. 67 or later one, because google-noto-sans-fonts use 66.
