I'm sorry, my development machine (the one that doesn't belong to my
employer) is currently dead.  I really cannot check right now --
cvsweb is not a useable interface.

Encodings.dir files should no longer be necessary in any case --
fontenc will search the system-wide encodings directory even when
there's no encodings.dir file.  However, being that shy type of
person, I was planning to remove them after 4.2.0 is released.

While I'm fairly confident everything will work without encodings.dir
files, I would not advise making the change for 4.2.0 and not giving
people time to test.
