I don't have any real say in the issue; but personally I'd be
unhappy to see Indic TTF fonts added to XFree86 that didn't have
the necessary OpenType tables. Support for non-OpenType Tamil
TTF fonts has been *removed* from recent versions of Pango.

As far as procedure goes, I think it's basically 
 
 - make sure that you have good documentation of exactly where
   the fonts come from and what their copyright and license is.
 - Ask here.
