More likely deploying XFree86 outside the American embassy in Moscow. 
As a point of interest a UK Police force is currently running (excuse
the pun) trials of Linux on the basis that security issues are not
issues once the issues are understood.

A phrase comes to mind that Jerry Pournelle (whatever happened to Byte
magazine?) sometimes used when reviewing software: "When you need this
you need it bad."
