To better show what is happening, I have attached an output-144-expected.pdf
file. The expected shows that regardless of whether the content-width or height
is specified, elements are scaling the same. Before in the output-144.pdf, you
can see that the text and some images are different sizes as those elements
without those two attributes are not scaled. The XGC bug which depends upon
this one resolves the issue with the bitmap on the bottom being handled and
scaled twice (once now in FOP and once in XGC which the patch resolves).
