With certain TIFF images (like the one attached above), FOP does not correctly
transcode image data to the output PDF document. Adobe Reader prints
"Unsufficient data for an image" whenever the document is opened.
After a quick investigation, the issue appears to be related to the changes
made here https://issues.apache.org/jira/browse/FOP-2259.
P.S. Sorry for the large image size but I couldn't find a smaller one that can
reproduce the issue.
