Sorry, I'm not really sure if fo:marker would work, it was a thought I had. In
my case, I moved all static-content into the page content so they all are
tagged on each page. Like I said, I'm just another hacker bashing on this, no
expert. Possibly you could try multiple page_sequence elements,
page-position=first with normal static-content and page-position=rest with the
content artifacted.
