Is [https://github.com/apache/xmlgraphics-fop-pdf-images] technically part of
Apache FOP? My team uses it and it uses pdfbox at compile scope.
We've noticed it isn't compatible with PDFBox 3.x. We tried uplifting it
ourselves, but ran into issues with previously open methods being made private.
It looks like PDFBox 3.x is a lot more locked down. Not sure if anyone else has
tried to uplift it.
