PDF validation for valid PDA/A-2a and PDF/UA-1 fails with the following tools.

The 'x:xmpmeta' have been extended in FOP-3144 to include the PDF-A extensions.
The namespace for the XML elements with the prefix 'pdfaSchema' and
'pdfaProperty' is missing.
Namespace attributes are missing for the following XML elements:
