Not directly - you'll need to do a bit of XSL development.
The OPF file references the component document files of the ebook. You can
use the spine of the OPF to get the components in the right order, but
you'll still need a stylesheet to style them. If the book uses only basic
OEB, you can use an HTML XSL stylesheet with a couple of minor additions
for headers and footers, though you'll have to examine the CSS stylesheet
to determine what content actually constitutes the headers and footers.
