Background Image

Hello

I'm trying to create a document with a background image and overlay the
text, using 
 <fo:block background-image="file:foo.jpg"> </fo:block>

Fop 0.17.0 Produces the warning property 'background-image'  ignored.

Any ideas to what I'm doing wrong?
