Use FOP 0.16.0 ;-)

Just kidding, here's a possible workaround:

text-decoration="underline">courrier</fo:inline>&#160;<fo:inline
text-decoration="underline">New</fo:inline></fo:block>

&#160; is a non-breaking space (also known as &nbsp; in html)
