You can either create your own DOM object, or just store the source XML as a
string. I have heard proponents either way; strings are probably more
efficient. (Anyone like to disagree?)
Either way, the use of a DTD is not compulsory; if you want this level of
validation, however, you can set up a validating parser for Fop to use.
