    The canonical solution is to use xsl:text

         <xsl:value-of select="city" />

         <xsl:text>, </xsl:text>

         <xsl:value-of select="state" />

         <xsl:text> </xsl:text>

         <xsl:value-of select="zipcode" />

    This is actually a XSLT questio, not directly related to FOP.

    Read the XSLT spec http://www.w3.org/TR/xslt or any of the good

    books for more about whitespace handling during an XSL transformation.

    XSLFO has some specialities as well.
