Of the 5 regions on a page, of which you WILL use the region-body and MAY use one or more of the others, the intent of the XSL spec is that region-body occupies a special place. I phrase it this way because if you have a devious mind and follow the letter of the law there are loopholes, or have been.
XSL 1.0 provides for ONE flow at a time, as in fo:flow. And the _intent_ is that this goes into the region-body. So you cannot have multiple fo:flows per page-sequence. The intent of the 4 outer regions is that these are headers, footers, and sidebars. fo:static-content was designed for these regions. Having said all of the above, stick with using fo:flow for your region-body, and only assign your static-contents to the various outer regions.
