userconfig.xml

Hi all,

How can I use userconfig in embedding servlet programs?

I don't understand the following 2 statements that included in 
xml.apache.org web page. Could someone give a brief sample code about this?

     userConfigFile = new File(userConfig);
    options = new Options(userConfigFile);
