Not really. This mail list is for FOP developers, i.e. people that developing FOP itself, please use fop-user mail list for posting questions about FOP usage.

Read about keep properies in your favorite xsl-fo book. These are implemented in FOP on table rows only, therefore you have to create a blind table and set keep-together="always" on its only row and put your data into the cells of the row.
