See Release Notes (http://xml.apache.org/fop/relnotes.html). Unfortunately, your hyphenation file is based on a file released under the LPPL which is considered incompatible with the ASL. Therefore, we can't accept your contribution. I'm sorry. I've recently updated the documentation on this topic (http://xml.apache.org/fop/configuration.html). If the LPPL works for your environment, fine. You can even publish the file yourself as long as you respect the license of the original file.
