Page breaks in tables are not correctly calculated.

I don't believe the "table cell in fo:footer" has anything to do with it.

We regularly see that last row of a table on a page overlapping the footer, well
outside the page's region-body, and even over the edge of the page.

It looks like the cell is included on the page whenever the top margin falls
within the region-body. The rest of the cell doesn't seem to come into
consideration at all.
