Seriously, I don't see a problem having a Viewer_en_US.properties file in there. But I guess it would go a it too far having a Viewer_en_US_CA.properties or else I'd have to come up with at least a dozen variants for Swiss German. :-) I actually wrote one variant already just for the fun of it.
