The common padding properties *never* apply to any table-related FO other than an fo:table or an fo: table-cell (and only to an fo:table-cell in case the table has border-collapse="collapse"). The only solution I see to get the desired effect is that the padding is specified explicitly on the cells themselves. HTH!
