I don't remember exactly but I think there are some fonts which supply different weight variants without the use of the TTC facility. I guess I have to dig that up.
BTW, I just stumbled over a patch that was never applied concerning OTF/CFF. Maybe it's worth to have another look: http://issues.apache.org/bugzilla/show_bug.cgi?id=25999 Looks like I lost track of it after I couldn't apply it properly.
