If the Windows cmd shell is called with the /V option (delayed
evaluation) it is possible to write this:

set LOCALCLASSPATH=%FOP_HYPHENATION_PATH%
for %%l in (%LOCAL_FOP_HOME%build\*.jar %LIBDIR%\*.jar) do set
LOCALCLASSPATH=!LOCALCLASSPATH!;%%l

Is this supported on older versions of Windows such as 98? I dont think we can rely on folks to be running Windows XP.

Already much better.

I quite agree, assuming of course it is supported by most Windows versions.
