This turned out to be a stumbling block when I was evaluating FOP for processing these documents -- as I understand things, it does not currently support PDF as an image format. Thus, I'm entering this feature request, for support for PDF images -- at least when generating PDF output. (I can understand that it would be much trickier for non-PDF output, and I'm not asking for that!) My impression is that embedding PDF images within PDF files is a fairly straightforward process that doesn't require actually doing anything complicated to the image file contents.
