It has been reported long before and when working with borders on inline
element there seems to be no workaround than disabling hyphenation,
which is no option for me.
The fact that it is assigned to fop-dev@xmlgraphics.apache.org makes me
feel that nobody is going to look at it since it is already assigned...
I don't believe any further progress has been made on this issue. Since
FOP is open source you can always dive into the code and have a look
yourself. Patches will be most welcome :)
