This is a known issue. The ClassCastException has indeed been fixed, but the 
id-attribute will still be 
ignored, and you will get a warning, since the current implementation of 
fo:wrapper in FOP is not as a 
'neutral' element, but as an 'inline-level' element.

The workaround in case of fo:wrappers as direct descendants of the fo:flow, is 
to substitute with an empty 
fo:block, which will have the desired effect.
