Some approximation might be possible. The place to implement this is org.apache.fop.render.rtf.RTFHandler.leader(Leader). You can find various test cases for leader in test/layoutengine/standard-testcases/leader-*.xml (use with ../testcase2fo.xsl). How exactly fo:leader should be mapped to RTF, I haven't investigated.
