Cleanup/re-ordering, and addition of XSL 1.1 FO_ and PR_ constants
Just as a reminder: note that this change will require a clean build,
as the constants have been inlined into several classes with previous
compilations. If only Constants.java would be recompiled, that will
lead to all sorts of strange behavior.
