IIRC, FOP 0.95 did not manage correctly the page-position="rest", but that was corrected in subsequent release. Note also that when there is concurrent fo:conditional-page-master-reference, the 1st is taken into account; so, in your case (single-page), both "first" and "last" are eligible, but since the "first" is declared before, it is taken into account. Just keep in mind that FOP handles only FO input, and more it is minimal, quicker will be the response from contributors. So anything that can help everybody to give a precise answer is welcome.
