There is  fo:inline element that contains the whole table construction; see 
attached testcase, line 460.
Removing that fo:inline should resolve the issue.
While this is a legal stuff (according to XSL-REC), this is not a recommended 
one.
If this element is used as a property carrier, you should replace it with a 
fo:wrapper.
