Resolution: Not A Problem
You have a keep-together.within-column="always" on the block surrounding the
content. Change that to "auto" and the content of the cell will be broken over
pages.
In the future, it's best to ask on the fop-users mailing list first, and open
an issue only when you have confirmation that there's a bug.
