edited title to better reflect the issue. there was a degradation in the output
resolution between fop 1.0 and 1.1. this is a fop regression. the upgrade from
jdk1.7.0_25 to jdk1.7.0_40 causes the above exception and this is due to a
regression in the jdk, which is expected to be fixed with update 60.
