Summary: Base URI is taken from config file instead of FO file

When the config file doesn't specify a base URI, that latter should default to
the URI of the source FO document. Among other things, this is necessary to
properly handle images that have been specified with a relative URI.
ATM the URI of the config file is being used, which is counter-intuitive and
doesn't work if the config file is in a different directory to the FO file.
