apparently some of the checks are not consistent. but you should not need to 
set the version to 1.4 since it is the default, and encryption length of 128 is 
now the default either. remove the version from the configuration file for now.

if you were to set the encryption length to 256 then that would bump the 
version to 1.7, unless you had explicitly set it to a different version, in 
which case changing the version would not be allowed and you would get a 
message similar to what you got. so something is not right in the code since 
you are not using 256.
