You apparently are not understanding me. Arabic output is generated *correctly* 
by FOP if you don't specify a language override with a font that doesn't 
enumerate that language system. Just remove the xml:lang attribute and it will 
work with your font. You need to understand something about how xml:lang, 
language, and script attributes work to use them correctly. In this case, the 
"problem" is partly a "user" problem, but it remains true that FOP could do a 
better job in handling fall-back behavior in these cases, and there is already 
another open bug for this issue: FOP-2093.

This issue FOP-2409 resolves to not a problem because the problem is one of 
correct usage.
