Ah, I see the problem. The extension 'xsl' is most often used for XSLT content
[1], not XSL-FO content [2]. I assumed by your file name 'test.xsl' that you
were giving us an XSLT file, but see that is not the case. We normally use the
extension 'xml' or 'fo' with XSL-FO content to avoid confusion with XSLT files.
This is a relevant point because FOP can accept either XSL-FO input or a pair
of files <XSLT, XML> as input, but we require the former for issue reports. I
thought you were providing the latter, not the former. In any case, you have
provided the necessary XSL-FO file for evaluation.
