Glenn Adams resolved FOP-2641.
    Resolution: Not A Problem

An empty fo:block does not produce an area in the output area tree. Rather than 
mapping HTML br to fo:block, you should map it to something like:

<fo:character character='&#x000A' suppress-at-line-break='retain'/>

Also, in the future, it is best to ask a usage question like this on the 
fop-users@ ML instead of creating a JIRA issue.
