The Note was inside s step and the <cmd> for that step also had this attribute
set. When I removed that attribute, the Note printed correctly on the
subsequent page.
I sill think the PDF processor should be smart enough to know that, even though
such an attribute is set, it should know to move the entire Note to the next
page if there isn't sufficient room on the current page.
