I spoke too soon, my test case wasn't sufficient. I'm not able to replicate 
this quickly based on the description that brackets in URIs within 
external-destination are not escaped. Before your patch is applied, the 
attached FO File opens the second PDF File attached.

[~esclim] Are you able to attach an XSL-FO that demos the issue? To save me 
hours of experimenting with different URIs
