Description:
fop simple.fo out.pdf -r
org.apache.fop.fo.ValidationException: For "fo:root", "fo:declarations" must be
declared before "fo:bookmark-tree"! (See position 14:6)
We should relax requirements around ordering to make it easier when building fo
files
