what about using in mvn to pick the latest version:
    <dependency>
      <groupId>org.apache.xmlgraphics</groupId>
      <artifactId>fop</artifactId>
      <version>[2.9,]</version> 
    </dependency>

mvn dependency:copy-dependencies
