Description:
As a user I want read out loud for static content to not say the page number
Add to fop.xconf after <fop version="1.0">:
<accessibility static-region-per-page="true">true</accessibility>
Open NVDA
Open PDF in Adobe Reader
Each page number is said once in NVDA speech viewer
