When embedding a font, the @embedding-mode has 2 options "subset" or "full".
If you convert the "soft-hyphen-01.fo" test file to PDF and then copy and paste
the test string...
When @embedding-mode="subset":
TEST42-A-00-00-00-00A-041A-A
When the @embedding-mode="full":
TEST42A00000000A041AA
It would appear the dash (minus sign) is being converted to a "soft-hyphen"
when @embedding-mode="full"
