Sorry - I missed the "text-box" thing. My next guess would be to put the text box into a table and make the border visible. There should be some examples of tables in the FOP distribution.

You may have such a symbol if you use the appropriate font.....

Or you could use a gif/png

or you could use an SVG image.

Is that enough solutions for you?
